I believe "said" is used as the present tense in this sentence so the the "was" in choice D does not agree. Choice A uses "is" so that's the correct answer.

10 miles / 25 miles per gallon = .40 gallons
50 miles / 40 miles per gallon = 1.25 gallons
Total gallons used = .40 + 1.25 = 1.65
Total miles driven = 10 + 50 = 60
Miles per gallon = 60 / 1.65 = 36.3 which is closest to D

Because the question doesn't ask that, it just asks for the rate the water is increasing per minute. 10 gallons are flowing in per minute and 4 gallons (10 gal. / 2.5 min) are flowing out per minute = net inflow of 6 gallons per minute.
