Okay, It might be late, but I don't understand how you are getting the 25/3 ?!? Isn't 250/30 giving you the amount of gasoline consumed? EDIT: NVM you removed the 0 from each number. But see I did 25/3=8.33/12=wich reduces to 2/3..how did you know to put muliple the 12*3 to get 25/36?? I understand...

Agree with sudhir3127, my answer is E (17.5 mins).
Warren = 1/7 laps/mins and Rubin = 1/5 laps/mins. Desired interval between Rubin & Warren = 1 lap.
We can simplify this with an equation (1/5)A – (1/7)A = 1
7A/35 – 5A/35 = 35/35
2A/35 = 35/35
2A = 35
A = 17.5

From the question we can find:
Area of Metal Frame = (phi)r^2 - (phi) (r-s)^2
= (phi)r^2 - (phi) (r^2 - 2rs + s^2)
= (phi)r^2 - (phi)r^2 + 2(phi)rs - (phi)s^2
= 2(phi)rs - (phi)s^2
= (phi)s (2r - s)
Hence the answer is D (CMIIW ya)
