My guess is "B"
It is a parallel structure: we are comparing "most vaccines" to one vaccine, which leaves us with "B" or "C".
Then I choose B, because of parallel between "are" and "is". Also "smallpox's" sounds weird.

General question about AWA
Just a general question.
How important is the score you get for GMAT Essay?
(As far as I understand it is a separate score, and its average levels are not even mentioned in the MBA school requirements).

The operation * is not a multiplication. It is some unknown operation as defined in the first sentence of the question.
(It is from GMAT review 11 th edition. Question 122. And I just do not undersstand the explanation in the answer section.).
