The sentence does not compare two nouns. It is comparing the effect of polio vaccine with that of mass dietary change and therefore we need two clauses for comparison and not simply two nouns.
So use of [color=darkred]'just as' [/color]which introduces a clause in '[b]A'[/b] is correct.
