E is better construction than D.
word possible should modify "earlier overpayments" which is done correctly in E.
But in C "possible extent of earlier overpayments" is a awkward construction.

last approach is not wrong but incomplete.You are ignoring the case (odd*even=even).
S here we have 8 such total cases(even*even,even*odd)
so answer is 8/(4C1*3C1)=2/3

I also believe 1st question is wrong.Consider the following in the given rectangle.
1>x-y=z
Squaring on both sides
=>x2 + y2 -2xy =z2
from pythagoras theorem(x2 + y2=z2)
=>z2 -2xy =z2
which leaves xy=0
So the given rectangle can't even exists.

what if x is say 75?
then too 2x=2*75=150 has 5 as tenth digit.
I suppose answer is C. When we combine both the statements we get x=27
