yep the answer is D. the 5 numbers can be arranged as follows 2, 7, 11,16 and x. Stmt 1 says x is between 7 and 11. so the arrangement becomes 2, 7, x, 11, 16. From the question we can understand that the ratio of concentrate to water is 1:3. ie 25% of concenrtate is mixed with 75% of water to create 100% juice. Simple!!.
7% of x = 87.50
ie (7/100)*x = 87.50.
Solve this to get 1250.
Now the import tax is not levied for the first $1000, we need to add 1000 to the above result.
So answer is 2250.

One more GCD LCM problem
If a and b are positive integers divisible by 6, is 6 the greatest common divisor of a and b?
(1) a = 2b + 6
(2) a = 3b
