If believed was used instead of believe, you could have used would. However, in the sentence believe is used so you need to use will.

(1) 3n is an even integer.
Insufficient.
If n = 2, then 3n = 6
If n = 2/3, then 3n = 2
(2) n/2 is not an integer
If n/2 is not an integer then n cannot be an even integer.
