If we move 'a plan' after engineered, the sentence will read

'simply because it is genetically engineered a plant does not make any more likey to become an invasive weed...'

The original meaning of the sentence is lost.

Chidcguy,

I am not sure about the usage of 'According to' as a participial phrase.

I think the real problem with C is the wordiness

If you expand the C it will be
'robe that they used to dress..... and rob that this rob......'

The phrase in bold is wordy.
