Will the fact that I am a US resident (but not citizen) contribute to my admission chances to the leading programs?
Would this help in securing a job in the American market?

Yes, you probably should, otherwise schools may think they wrote a generic recommendation for many schools. Just make sure your recommenders don't mix up the names :)

Another way to "express your anger" is not to tell them at all. If they didn't bother to contact you, then you don't owe them anything.

If you don't have any professional failures, try finding a personal one, or maybe something related to some project of community service you tried to initiate and failed.
In case you still have nothing, it's not too late to make a failure on purpose :)

If someone is admitted in round 1, how much time does he have to accept the school's offer? can he wait until round 2 results arrive and only then decide?

I think it's reasonable if you have the time to work seriously on the essays. Keep in mind that Berkeley has 4 rounds, so it might be OK to submit 2nd round.
