Will the fact that I am a US resident (but not citizen) contribute to my admission chances to the leading programs?

Yes, you probably should, otherwise schools may think they wrote a generic recommendation for many schools. Just make sure your recommenders don't mix up the names

Another way to "express your anger" is not to tell them at all. If they didn't bother to contact you, then you don't owe them anything.

If you don't have any professional failures, try finding a personal one, or maybe something related to some project of community service you tried to initiate and failed.
In case you still have nothing, it's not too late to make a failure on purpose

I think it's reasonable if you have the time to work seriously on the essays. Keep in mind that Berkeley has 4 rounds, so it might be OK to submit 2nd round.

OK, there is nothing wrong with trying to improve yourself and your candidacy. The improvement will be good for you even if you don't get in eventually.
