IMO E. This tests parrallelism.

A - To transform/created - eliminate
B - To transform/creating - eliminate
C - does not follow up not only with but also - eliminate
D - To transform/creating - eliminate
E - Correctly uses to transform/to create and not only...but also - E is the correct answer.

Both of the boldface statements are conclusions. You are left with D and E. The second boldface statement is not a restatement of the main conclusion so Eliminate D.

I did it a slightly different way:

89/5 is approximately 18. You know that the average is approximately 18. 18 can also be the median since it is an odd set of integer.

Try picking numbers keeping 18 in the middle. 17+17+18+19+19 = 90.

We want to get to 89 so make the first 17 a 16. 19-16=3.

The first bold statement just provides context that the records were complete. Then the historian goes on to explain why the villages had an incentive to minimize the size of the population. Finally the historian states his conclusion in the second statement.

You can also just draw it out.

Count backwards starting from the 7th term (9), 9+7+5+3+1+(-1)+(-3)=21.

You have to remember that the 8th term will be the next odd number after 9 which is 11.

21+11=32.
