Define "near" NYC. Rochester is not near NYC it's about a 6 hour drive west of New York. It's closer to Canada than NYC. Cornell is about an hour closer than that. So if by close you mean within 6 hours then yes, Rochester would be in that group. But Harvard, Yale, MIT, Wharton, and Georg...
