that does not modify 'chieftians' here, instead, modifies the act of placing power... No. 'that' modifies chieftains only. Relative pronoun 'that' can be used for persons also. Btw, if 'that' really refers to 'the act of placing power', first it is illogical and second the verb it follows should be...

I think A because the other alternatives change the "meaning" of the original sentence. Furthermore, since is a propossal you can´t be logically sure, so answers with "will" - "can" are out of the way.
