Shouldn't it also exclude circumstances where one piece is precisely half the length of the stick?

the relative order in which people are seated matters, but the start and end point do not.

because for each permutation there will be exactly 5 duplicates (or 6 total), i think you just need to do 6! and divide it by 6 to get 120.

not sure about the approach on the second one, so ill write out my reasoning.

he was getting 25 MPG on 10/60 miles of the trip and getting 40 MPG on 50/60 miles of the trip.

weighted average seems to be (250+2000)/60 = 37.5 = E
