if difference is 3 then the total no of 2c env. = (x+1)/2 + 3/2
total cost of 2c env. = (x+4)*2/2 = x+4

total no of 5c env. = (x+1)/2 - 3/2
total cost of 2c env. = (x-2)*5/2

total cost = x+4+(5x/2)-5 = (7x - 2)/2
