I think C, because the most important thing to compare if something is relevant or if an action made something better is that the situation is the same as it was before. Therefore, we have to assume that the number of mechanical problems is the same and then we implement the action/policy and see ho...

In this case I would chose C. From my perspective the difference is in the probability of an event. If X does not intervene Y -> we are sure that the region will fall under enemy influence. But the event that X intervene Y, was not defined in the argument, but from the premise I slightly more believ...
