Even if you add an "on" in the second clause (On is understood in the second clause though), A would still be incorrect, as it would be modifying scientists........

another reason why E is wrong....
E suggests that the prediction itself is made for consumers and businesses
whereas
A says that the rates will be reduced for consumers and businesses
I would chose A
