Today, despite widely available technology such as high-resolution scanners and printers, counterfeiting is more difficult than it was at the time of the Civil War, when it was estimated that one-third of all currency in circulation was counterfeit.

IMO A
It's very important to find things that are compared. In this sentence, a condition today and a condition during Civil war is being compared.

A)Today, despite widely available technology such as high-resolution scanners and printers, counterfeiting is more difficult than it was at the time of the Civil War, when it was estimated that one-third of all currency in circulation was counterfeit.

B)Despite widely available technology such as high-resolution scanners and printers today, counterfeiting is more difficult than it was at the time of the Civil War, when it was estimated that one-third of all currency in circulation was counterfeit. (today illogically means that counterfeiting is difficult today, NOT Now a days in general)

C)Despite widely available technology such as high-resolution scanners and printers, counterfeiting is more difficult than at the time of the Civil War, when it was estimated that one-third of all currency in circulation was counterfeit. (No comparison between a condition today and a condition during Civil war is shown in this sentence)

D)Today, despite widely available technology such as high-resolution scanners and printers, counterfeiting is more difficult than when it was estimated that one-third of all currency in circulation was counterfeit at the time of the Civil War. (lack of proper comparison+awkward construction)

E)Today, because of widely available technology such as high-resolution scanners and printers, counterfeiting is more difficult than it was at the time of the Civil War, when it was estimated that one-third of all currency in circulation was counterfeit. (Changes the intended meaning of the sentence into causal statement.)

The correct choice seems like A.

B - Today is wrt the technology and not the counterfeiting. Not logical
D - Wordy & awkward
E - Illogical

For me, the decision then was choosing between A and C. The use of counterfeit twice makes it redundant and also the comparison with Today is missed with the use of despite.
