i think here that refers to the devastation and enslavement. E should be the correct answer.

And if you pay attention, you will see that E uses "THE" which links 'devastation and enslavement' to personify. 8)

I don't think 'progress' was responsible for the decimation of the native peoples_kaks wrote:In E - Progress is singular and hence should be followed by Has and not have.
Hence A is correct.
I go with (E) for the above reasons.
