some suggest .... attempting should be parallel to others suggest reducing and E is the only option..

I am not sure about the last part of the sentence...

d is wrong, broken parallelism

suggest, by calling (not parallel)

the word "by" breaks parallelism in the sentence

e. correct
correct idiom suggest------to

suggest to ( idiom- memorize it)

correct parallelism

suggest (verb) reducing, are (verb) calling

The correct sentence E is of the form While X,Y and Z where only X and Y need to be parallel
