E is the correct answer

all others use 'during the 1950's' in a wrong way
for eg. take C
it seems to tell victims who were learning to live during the 1950's
it should have meant
in this period, victims were taught falling

To build on what barron is saying, this is what I see for each answer choice:

A: The victims practiced falling only in the 1950's decade
B: The victims were learning to live in the 1950's decade
C: Same as B
D: Same as A
E: Finally gets it right. In the 1950's, the victims practiced falling

A, B, C, and D all change the intended meaning of the sentence by "learning to live during the 1950s" or "practice falling during the 1950s". Only E conserves the meaning and is succinct and effective.
E is the best choice.
