The one i chose is wrong, explanation below, can anyone explain.
[spoiler]I chose E as it gives a clear edge with respect to which plan to choose, it clearly states choose plan B else if you go by plan A ,you will have rodents infesting the trash.
Plan A states that the residents will have 'dumpsters' so there is a possibility of having dumpsters segregated for types of trash(recyclable and non-recyclable). So by going with choice C there is every possibility of earning a fine in both the plans.

I will also go with E coz it stongly undermines the plan 1, C would actually affect both the plans as both require Residents to sort their trash correctly

But if its a common recycling dumpster nobody will be able to discern who put what, but if its an individual container and if they don't separate and if penalties are levied for not sorting, residents would prefer Plan 1.
For E, Plan 2 says trash will be picked up twice a week so rodent issue is not an issue at all since two weeks is not applicable. So I go with C also.

i first went with E but i think C is the correct answer - since the dumpster will be in the parking lot, the rodents wont be an issue.
the penalties will go against the 2nd plan bcos the refuse collectors will knw who to fine for not seperating trash, but since all residents dump their trash in the dumpster, the collectors cannot knw the particular resident that dnt seperate his trash...............
