9. In Morigia the average age of cars that are still in use has historically been seven years, but now it is nearly nine years. Car manufacturers claim that the current poor economy has forced people to put off buying new cars, and thus when the economy improves, the average age of cars will return to former levels.

here u have to undermine the argument so select the choice that proves that if economy increases then the new car purchase does not increases.
that means u are undermining the cause effect relationship of the main argument. and you can do this by highlighting an alternative cause for the decrease in sales of cars so whether the economy increases or decreases, it doesn't make any difference to the car purchase.
Hence E is the best answer.
B however, is conforming the cause effect relationship and thus strengthening the argument.

choice E should be the correct choice
