Question on HBS recommendations

Hi,
HBS specifically ask two recos from professional sources. Three more questions -
1) Does the pro bono work qualify as professional recommendation? The work was about creating performance management system for non-profit hospital group. The 'volunteering, pro bono' will only make a good third recommendation. Isn't it?
2) I am worried a second professional recommendation will not add any more insight than the first recommendation. However, I am very actively involved in many office-wide initiatives, including starting communication group in office. Can I get someone from my organization to write about this? Does this qualify as a professional recommendation?
3) Does professional recommendation mean only the project work context?

1) yes. it's for free. but it's work
2) aha! well, made sure that it does! Perhaps chat with your recommenders to ensure that they focus on different areas? When you write "someone from your office" I hope you mean supervisor.
3) not necessarily, but it means more than anything else - not personal and not academic - otherwise work, volunteer, public office, etc. that is all a professional context.
