confusion on participle phrase

confusion on participle phrase

My question is which of the two is correct, this is not any GMAT question but was going through one article, keeping usage of participle in mind as I do have confusion on the usage of participle phrase vs clause. I wonder if both forms of usage are correct.

Environmental issues, including climate change, catapulted to the top of executives’ sociopolitical agendas in the previous survey and continue to gain prominence
or
Environmental issues, which include climate change, catapulted to the top of executives’ sociopolitical agendas in the previous survey and continue to gain prominence

The meaning of both these sentences is different.
In the 2nd refers to only environment issues which include climatic change.

Grammatically both seem correct to me.

The meaning of both these sentences looks similar to me :)
