Lets assume that Merton has 10 households, and 8 out of them have annual income between 40k and 60k. Does "Some households" as in choice B hold true even now?

10 out of 100 people in Merton have income over 40,000 USD. it means 10%
100 out of 10000 people in Sommer have income over 40,000 USD. it means 1%
From example above, percentage of people in merton have income over 40,000 is greater than that of people in Sommer. But the number of people in merton have income over 40,000 is smaller than that of people in Sommer. You get it.
As you can see: percentage cannot represent the amount, or the solid number. Please be careful!!!
