This was my way of doing it :
Consider the options :
1) 10,700.
If one is 10,700 then remaining population is 121500 in 10 districts. So average of 12150. But this is more than 10% of 10,700 which, is not permitted. So this cannot be the answer.
We keep on trying this for all options till we reach 11,000 and the average population of the remaining districts is less than 11,000 + 10%. Therefore 11,000 is the minimum. This is time consuming but helps if you are not sure how to proceed.
