Per capita consumption = Total number of cigars consumed / Total population
Total number of cigars increased by 3.4 % whereas total population increased by more than 3.4 % i.e. 5 %
So new per capita consumption would be lower . --> option B
option C talks about non smokers. We are given no info about proportion of non-smokers. So this option is not right.

There is no mention about the number of non smokers. The consumption increase can be in three ways
1) Numbers reduce and consumption/no of smokers increases
2) Numbers stay same and the consumption/no of smokers increases
3) Numbers increase and the consumption/no of smokers increases or decreases accordingly
Hence the argument.
