Statement I
2D = C
2C = B
A+B+C+D+blank = 1600
We dont know anything about the blank block. Insufficient.
Statement II
A = 800
we have no relation of A to B, D or C. Insufficient.
Combining I & II
We dont have any relation between A and B or D or C.
We also dont know about the blank box.
Insufficient.
Hence E.

We do have a relation between A and rest of the blocks
Total area : 1600
Area apart from A is : 1600-800 = 800
But problem is there are two unknown, if you consider area of B as x
than B+D+C = x + 0.5x +0.25x
and B+D+C+ Blank = 800
Hence two unknown and one equation, cant solve
