It sounds as though "leading to the construction..." is modifying "public health." So we're talking about the kind of public health that would lead to the construction of sewer systems? Clearly not the intended meaning. D is out.

The concerns were leading between 1876 and 1904? What on earth does that mean? This is incoherent. Eliminate E.
