Looks like E to me. You don't need to solve for the values, but if you are having trouble answering it would be helpful to at least approximate what you can.
Statement 1 tells us that roughly 12% of the expenditures are being paid by the 5th and 6th largest countries. 12 % of 1.6 billion is roughly 190 million, but you dont know anything about Country X specifically other then Top 4 paid more then Country X
Statement 2 tells us that Country X paid roughly 5% of total expenditures, which comes to approximately $80 million. This does not necessarily mean it is in the Top 6 countries.
Combining the two statements doesnt help out either. We know that there is 190 million left over between the last two countries of the top 6, but we dont know if they contributed near equal amounts that are still higher then 80 million (for example country 5 gives 88 million and country 6 gives 82 million), or if country X's 80 million would qualify it for the top 6 (in this instance the 5th highest country would give 110 million and Country X's 80 million could put it in the top 6).
