Let the number be X.ABCD
We know value of C respectively from A and B - but not value of B

Sure.
Here is how it can be done.
Let the number is YX.ABCDE
What you need to find is B ( A is the tenths digit, X is the units digit, Y is the tens unit, B is the hundredths digit)
For statement 1 :
Tenths digit of 100Z = 2 ; 100Z = YXAB.CDE . Tenths digit of this is 2. Which means, C is 2
Hence insufficient
From statement 2 :
Units digit of 1000Z = 2 ; 1000Z = YXABC.DE . Units digit of this is 2. Which means, C is 2
Hence insufficient
Since Statement 1 and 2 say the same thing E
