Identify Clauses

However much United States voters may agree that there is waste in government and that the government as a whole spends beyond its means, it is difficult to find broad support for a movement toward a minimal state.

All Italics are dependent clause - Each of them have a Subject-Verb pair
The bold is an independent clause. - It conveys a complete idea and again has its own subject- verb pair
Now the underlined portion - What is it ? Is it a dependent clause or an independent clause. Please explain how it attaches itself with the rest of the sentence.
