E lost productivity and trade revenues cost the region at least $10 billion per year because of unemployment
I did not choose B because B uses annual as well as per year which are redundant. Same is the case with D. A and E are grammatically incorrect.
Hence, C!

Birottam dutta has nailed it.
A - Cost to the region of unemployment - is there such a region as region of unemployment ? - awkward. Cost of unemployment to the region is the right construction.
B/D - per year and annual - redundancy
E - This is total reversal. The intended meaning is unemployment had cost so and so amount where as in this sentence it states as if lost productivity and trade revenues cost so and so amount.
IMO C as well.

Getting defeated is just a temporary notion, giving it up is what makes it permanent.
