i'm stuck between c and d.

I felt D would be the best choice.

I think D is the correct answer.
A and B are eliminated because on the gound of is idiomatically incorrect. C is not consistent in the tesnse use.
E changes the meaning of the sentence so should be eliminated.

What is the OA?
