IMO E. Using 3/2 split and knowing that "increase in the number and scope of......., has (singular should be used)......"
So A & D out. now left with B,C, and E. in B "presently than previously " adverb+than+adverb is awkward and also no need for changing "greater" with "more" so out.
As far as C is concerned "at present than was seen ever before" wrong use of Idiom "than ever before" and also "was seen" makes it wordier, so C is out and we r left with E, which uses the Idiom properly.

Hence eliminate A and D
B is wrong coz of greater

I am a bit confused over here .
In the sentence "The increase in the number and scope of investigations" .
Why is it not a case of compound subject joined by AND (the number and scope).
Like Joe AND his friends ARE going to the beach.
Can any one explain?

---But for the sentence the number and the scope is related to investigations, the verb would have been plural 'have'

This is not correct .The rule about

Whenever AND joins two nouns or pronouns they for a compound subject and thats why in the above case plural ARE is used instead of IS .
It dose not matter if the noun next to the verb is singular or plural .
Ex : Joe's friends and Joe ARE going to the beach - is correct.
Where as the same sentence can be singular
Ex : Joe ,as well as his friends , IS going to the beach.
