I believe that the answer is C.

Let me know if something is mistaken. Here is the answer.
a, b & c are integers.
1. it mean that at least one of a, b or c is equal to 7
NOT SUFFICIENT

2. It means that b & c cant be 7 (because 18 has not integers factors that is equal to 7)
NOT SUFFICIENT

However, combining these two yields that only a can be 7. Hence C is the answer.
