I guess it should be B -- The citizens are worried by the high rate of serious crimes
If the crimes committed in the afternoon are inconsequential, it should not bother the citizens.

yes should be B
if teenagers commit non serious crimes in afternoon... then keeping them in homes during evenings will help in decreasing serious crimes...

the argument says serious crimes are comitted by teenagers
we can weaken argument with option B
staement says even measure to keep teenagers at home unlikely to solve the problem
so option C is wrong

Can someone explain why B beats C.
C - Measures are unlikely to affect problem that concerns citizens
P - most crimes committed by local teenagers are between 3 pm and 6 pm
Argument starts with 'serious crimes' and then shifts to crimes that concern citizens. Is that the reason why B is correct? Pls clarify

I answered this question wrong at the first try, because I was confused what the question stem was asks to weaken; is it the measure taken by the city officials or the citizen worries.
If it is the former, the best choice will be D
If it is the latter, the best choice will B because, just as in previous posts, the key words are "serious crimes" and "frequency".
I would appreciate if someone can help to figure out why I was wrong in spotting the conclusion?
