The incidence of rape in rural areas is equally high or more so than in urban areas.

A. same
B. equal to or higher than in urban areas
C. as high as in urban areas or more
D. equal to, if not more, than in urban areas
E. as high as it is in urban areas, if not higher.

explanation please, but E changes the meaning by saying not higher but the original sentence doesnt rule out that.

Though it looks wordier . But there aint any other option , i think , comparing the incidence in rural areas to the ones in urban in urban areas.

Whats wrong in D ?

CORRECT. 'it' takes the place of the incidence of rape.

There isnt any valid comparison. what the question wants to compare actually is the incidence of rape in rural areas which is equal to or more than (that)/ the incident of rape in urban areas. This sentence is mainly testing comparison.
