States where auto insurance includes compensation for neck injuries sustained in the automobile accidents, reports of having suffered such injuries are three times as high as they are in states where neck injuries are not covered. Presently, no test for neck injuries exists, so it is true that spurious reports of neck injuries cannot be readily identified. Nevertheless, these facts do not warrant the conclusion drawn by some experts that in states where higher rates of reported neck injuries, half of the reported cases are spurious. Clearly, in states where automobile insurance does not include compensation for neck injuries, people often have little incentive to report neck injuries that they actually have suffered.

What is the source of this question? The language seems bizarre to me.
I'm no expert, just trying to work on my skills. If I've made any mistakes please bear with me.

This is clearly supposed to be OG12 question #79 (= OG13 question #78), but someone has, weirdly enough, changed the language somewhat.

Check out the OG, and then see if you still have any issues with the problem.
