IMO D.
I clearly supports authors claim.
II is also supporting as it is saying that $1 subsidy cost consumer and taxpayer $4 assumption here is ethanol production can lead to food inflation, subsidy could encourage farmers to produce more ethanol..
III is out of scope.

Definitely in the right answer has to be II. Option I can also be true, but we cannot say if this amount of money is a lot or not and there is no connection to the consumers and what affect it has on them.
