IMO D

a) Might mean that paper was not recycled anytime before
b) more paper than ever and previous year...redundant info
c) it should be amount of paper

between D & E, D fits well.

IMO D.

A - More than ever can only modify a noun which denotes time. It incorrectly modifies paper here.

B - 1. Again, than ever can only be used to compare time. Here paper is used to compare with ever. more paper than ever
2. What does that refer to?

C - Paper...is more than ever - Incorrect

D - Correct

E - 1. Altered intent - Misses the crucial element of more papers this year than ever before.
2. Comma immediately before verb is

D) The amount of paper that will be recycled this year is expected to be greater than ever.

Can we use 'greater' for 'amount of paper'?

I think more should be used here.

Please clarify if I am wrong.

Use of greater than is appropriate here.
