Then FP=21
Now,if RP will become 22 but FP also became 22(FP is also increasing).
This means:
(A) In 2010 the paper industry will use at least twice as much recycled pulp as it did last years

Suppose RP=10

If RP is current less than 1/2 of FP, and FP is increasing, then for RP to "catch up" to FP it will have to more than double.
In algebraic terms, to get from (1/2)x to more than x, you need to more than double.

Choice A and Choice D are talking about 2 fundamentally different things. Choice A, is talking about the paper industry using pulp(raw material to make paper) to produce paper while choice D talks about the paper (finished paper)
Why is Choice D incorrect?
Choice D states that the paper industry will make more paper that contains "only" recycled paper. Note, the only information that we know from the passage is that the paper industry will be using more recycled pulp in making paper. We don't know how that pulp is used in making paper. May be recycled pulp is used with (i.e. mixed with) fresh pulp to make paper. In that case we don't know the quantity of paper made "only" using recycled pulp. Because we dont know this number, we cannot draw any definitive conclusions about the quantities before and in 2010.

The reason for that is as follows:
For last year,
RP = x and FP is >2x
For 2010,
RP is >y, where FP=y and y>2x

Also, all other options are incorrect by this reasoning.
