I will go with choice D.

We would wanna know about the specifics of base crime rate before concluding that the residents of Meadowbrook are more prone to voilent crimes than the residents of Parkdale.

Crime rate-- Meadow--- 60 percent year than 4 years
corresponding parkdale is 10 percent
so meadow brokes become victims??

premise1--> increase of 60 percent from wat point ! wat was the percentage rate four years back??

pop of meadow > parkadae???

10 percent increase from wat point ?

was parkdale already higher than meadpow before increase??

I was between A and D as well... can you explain why it's not A? Wouldn't you need to know what the populations are in order go gauge whether the crime rate percentage was accurately proportional?
