OG12-133 shrimpers

133. Last week local shrimpers held a news conference to take some credit for the resurgence of the rare Kemp's ridley turtle, saying that their compliance with laws requiring that turtle-excluder devices be on shrimp nets protect adult sea turtles.
(A) requiring that turtle-excluder devices be on shrimp nets protect
(B) requiring turtle-excluder devices on shrimp nets is protecting
(C) that require turtle-excluder devices on shrimp nets protect
(D) to require turtle-excluder devices on shrimp nets are protecting
(E) to require turtle-excluder devices on shrimp nets is protecting

OA: B

"To use an infinitive, to require, seems to indicate that requiring these devices is the objective of the laws, when in fact the objective is to protect the sea turtles." quoted from og.

I dont understand this very well. can anyone explain this more clearly?
How can we identify the subtle difference between
n.+ to do & n.+doing?

sentence talks about compliance with those kind of laws those requires turtle excluder devices. thats why answer is B.

can someone explain why C is incorrect?
laws "that require" -- is it a modifier issue?

if law is used to desribe the text itself, ing modifier is used. Whereas if it used to express the intention of law, infinite is used.

Quite simply subject verb agreement error.

C - their compliance with laws that require turtle-excluder devices on shrimp nets protect adult sea turtles.

or, their compliance... protect adult sea turtles.

compliance is singular, protect is plural. Mismatch.

thanks a lot..... i have a problem sometimes recognizing subject / verb , but not very often as my verbal score is pretty good. (39-41). but i do notice on sentences like these, sometimes i just dont "see it". any pointers on how to prevent this mistake? What should I be "looking for" to identify S/V agreement sentence correction? Because once you see it in this problem, the answer becomes VERY easy!

The simple trick I use, if I have a doubt, is - remove all the modifiers especially the prepositional phrases. What remains is the subject that does the action and the verb, the action itself. You must have noticed that I yellowed a certain portion of the sentence. This makes the relationship much clearer.

Simplifying the sentences and removing the extra layers is the key for subject verb agreement.
