In response to a high unemployment rate and to complaints from businesses that prospective employees are under-qualified for the available jobs, particularly in the sciences, the Labor Department has released its plan to address both problems. It will offer six-month training programs, free of charge to unemployed citizens, to prepare citizens for jobs as laboratory and medical technicians. Each citizen will have the opportunity to participate in one program free of charge, and the Labor Department will offer salary subsidies to firms that hire graduates of these programs.

Option A - INCORRECT.
Many universities and technical colleges do offer nine- and twelve-month programs to train students in the same fields but, not all are qualified for the job. This is why complaints from businesses increase that prospective employees are under-qualified for the available jobs in the same field.

Option B - CORRECT.
This option best explain why Labor Department will not be able to accomplish its aim. Labor Department will find it a bit uneasy to get citizens who are ready to work and learn with their plan. This is because, Laboratory and medical technician jobs are not the only jobs for which companies are struggling to find qualified employees. However, this plan will only be successful if the Labor Department can enforce more plans on all ramification of education to enable undergraduate face their studies to make them employable to their employees.

Similar programs in neighboring countries may have had mixed results which i think the result should be insightful enough for the Labor Department to make their decisions from in other not to waste resources on the unwilling undergraduates.

It is not all Successful graduates of technical training programs that always have scientific job experience prior to enrolling in such programs, which sometimes makes it uneasy for undergraduates to scale through the whole process and end up with a career that is sell-able to the employees in the labor market.

The proposed program is significantly more expensive than several alternatives proposed by members of the legislative body, due to this high cost effective program, Labor Department may not be selecting the right number of citizens willing to learn and be trained to be employable.
