The split-resplit strategy works here.
Subject of the sentence: "A higher interest rate" (Skip the middlemen, remember that a noun in a prepositional phrase can never be subject of a sentence.)
Rule: The subject and verb MUST agree in number. "A higher interest rate" is singular. This means that the verb should also be singular. Therefore, this idea eliminates answer choices B, D and E - yielding a 3-2 split.
Now we're left with answer choices A and C.
Rule: Like can only be followed by a noun or a noun phrase. As can be followed by a verb or a prepositional phrase. Answer choice A states: "keeps the housing market from spiraling out of control, like it did." Notice that like is followed by a pronoun (it) and a verb (did). This is erroneous.
We're left answer choice B.

The antecedent of 'that' is 'the factors'(plural). So we need 'keep'. A,C are out.
'it did earlier in the decade' is a clause. So, we need as to connect clause.

one of x that/who ------> if X is plural use plural verb
one of x -----> use singular verb
