A. "they" is unclear, has no clear reference
B. Corrects the error of "they" and uses the past perfect, which makes it clear that the action of being responsible for X is before the taking credit for it
C. uses the preterit instead of the past perfect, which is incorrect
D reproduces the error with "they"
E changes the meaning

The post above me says, THEY has no clear reference. But to me, they clearly refers to the both these ladies.
So what is the problem with A?

In A, 'they' can refer to either "two ladies" or "historic programs". I think in this long sentence, you need to reread the sentence to figure out the pronoun referent(As OG says).
And in A, the intended meaning that the two ladies are 'in large measure responsible', is not clear. In B, it's clear that "for which" referring to "genesis of historic programs" for which the two ladies were responsible.

Hey guys,
the reason its b is a lot more simple. its because you can't end a sentence with a preposition "for." any sentence that ends with "at", "about", "for", "across", etc, BEWARE. this is called a dangling preposition. the "for" has to be inverted in a "for which" pronoun construction.

They in A has clear referent "both " referring to the persons discussed in the sentence. However, question should be can we use they as a pronoun if "both" is the subject used before ?
