From (1) you know f(0) = 16, since we are asked for a minimum value, there may be a lesser value possible, say f(-4) could be -20. We can't say.
From (2) since f(x) is a function which is squared, it can take only positive values or 0. We can say the minimum value of f(x) here would be 0, when x=4. Sufficient. B
