IMO B:
(A) does not work, the passage does not talk about the expense of a device
(B) Given the conclusion: So, if a company wishes to announce the upcoming sale of a new device, it should wait until purchases of the old device have begun to decline. This response seems to fit best
(C) doesn't work given this sentence: Once consumers hear about the new device, they may stop buying the one currently on sale.

B should be the ans
as in C if company want to announce the new product and consumer is unable to distinguish technology then it may lead to increase in sale of new product or decrease in sale of new product.. based on consumers..
But in B ... if a declaration is made by media consumer on hearing it will go for new product while old one was still selling good.. thus it strengthens the argument..

The first statement states that many new products enjoy commercial success means that when they are launched their sale is large. Once the sale of new technology is large people will stop buying old devices thus reducing their sale.
