E is tempting but I dont like the usage of the words "Weekday afternoons"
Got some clue now...The stimulus talks about local teenagers doing serious crimes between 3pm and 6pm...
What if the crimes commited by teenagers in the afternoon are mostly small thefts and Inconsequential vandalism..
I think this option weakens the argument..however I am assuming that between 3pm and 6pm can be considered afternoon!

Thinking it's E, but I don't like the fact that they are "available" not mandatory...B suggests that its still a crime, no matter how small. I was looking into D for a while, but then realized its actually the exact opposite.

The argument mentions 'serious' crimes and this is the only option that weakens the argument by specifying that the crimes committed between 3 and 6 are 'not serious'. Premise2:In reposne govt institued to keep teenagers in the evening...
even if this succeeds .... problem wil nto solve!!... since most crimes commited by teenars 3 - 6
freq is the worry here.... govet came back and said measure tio make them to stay !
so all kids are part of it ??
if this succeeds on the first place !! how ??
aother places might have a differnt criteria--- so not help ful
b-- we know crimes .. categories of it is not necessary and does not weaken

If teenagers do non serious crimes during afternoon..
Then it weakens the conclusion that keeping them home during evening will
not decrease serious crimes....
